Default The right software

Hi all,
I am looking for the most for the least. Please advice which is the best software for pasting multiple images and digital image enhancement. Please let me know if you have any software.

For the money it is Photoshop Elements. Otherwise maybe the open source GIMP, I haven't used this but people say it works quite well
