My hunch is that Richard is right based on a few observances from when my kids were growing up (they are 25 and 21 now).
Here in the States, only one parent's signature is required for releases schools have parents sign granting permission for children to be photographed by the school or the press when they are participating in school activities and then used for publication. I would imagine it's the same in the UK, and the same rules apply for model releases.
On a personal level, after my ex and I split up, about a year later my son went to live with his dad while my daughter stayed with me. Never did either one of us have to provide an additional signature on school releases for photos. One parent's signature was sufficient.
Their father is probably just being a bugger and trying to get under your skin by issuing threats. Mine did the same kind of crap after we split up. Don't let it get to you. More than likely he won't follow through, but do check with your attorney just in case he decides to. Ask him what you can do to protect yourself in case he did decide to contact the agencies, because what you are trying to protect is a source of income that supports your children.
Perhaps personally contacting known reps of the agencies before he does would be beneficial, too. Give them a heads up and find out how they will handle it. I know LuckyO would step up and act on your behalf, so I'm pretty sure the others would, too. Just gotta get to them before he does.
